The Copperas Cove rules in one place

Copperas Cove publishes a short permit guide called Accessory Structures and Fences. It cites Chapter 20, Section 20-3-5(d)(2) of the city code, and the fence rules on it are specific enough to plan around:

  • The maximum height is 6 feet, except for qualifying conditions the guide says are found in subsection (d)(2)c. We could not read that subsection, so ask the city whether your lot qualifies for anything taller.
  • Inside a required front yard or exterior side yard, the limit is 36 inches, and the fence must be at least 50 percent transparent, with clear sight lines so it does not obstruct a driveway or a street.
  • No fence may stand inside a clear visibility triangle, which the city defines in Chapter 20, Table 20-1-10-1.
  • No wall or fence may stand in a dedicated drainage easement that holds an existing or improved drainage channel.
  • Your drawing must show the property lines, the linear feet and where the fence goes. The guide includes an example site plan with the length of each run labeled.

The guide sends applicants to MGO Connect. Killeen uses the same software, but the two cities are separate, and the portal asks you to pick the jurisdiction. Copperas Cove's one-page guide does not list a fee, and it tells readers to check the city website for the current schedule.

What 36 inches at 50 percent open means for your yard

Most people who call about a front fence want privacy. In Copperas Cove, the city's published rule points the other way: a low, see-through fence at the front and on the street side of a corner lot. A solid six-foot privacy fence is a back-yard and interior-side product here. If you want to enclose a corner lot's side yard, the exterior side yard is the one that carries the 36-inch rule, so the fence may have to step back from the street. Ask the pro to mark on the drawing which sections are in the front or exterior side yard and which are not. A picket or ornamental style with real gaps is one way owners meet a transparency rule, and our ornamental fence page covers those styles. Whether a given design counts as 50 percent open is the city's call, so ask before you buy it.

A city of hills on limestone

The city's About page describes Copperas Cove as nestled between five hills in Central Texas, with rolling hills, creeks, oaks and mesquite. The Texas State Historical Association's entry on Coryell County says soils in the county vary widely, but most are alkaline with limestone underneath. We cannot say what is under your particular yard, since soils change from lot to lot. What we can say is what to ask: has the crew dug in this area before, what do they do when a hole hits rock, and is that cost in the quote or an extra? A crew that expects rock will quote differently from one that assumes soft clay.

Slopes matter too. On a hillside lot, ask whether the fence will follow the grade or step down in level sections, and where the drainage goes. A fence built across a runoff path can trap water, and the city's drainage-easement rule exists for that reason.

A city built next to the post

The city calls itself the largest city in Coryell County and says it is located near Fort Hood on the west (city page). The state history entry says growth sped up after Fort Hood became a permanent base in 1950, and that the city limit later extended southwest into Lampasas County (TSHA entry). Two practical points follow. A Copperas Cove mailing address can sit in a different county than a neighbor's, so check your tax bill rather than guessing. And homes that were built in different decades can have very different fence histories, so a pro should look at what is already on your property line before quoting a replacement.

Dig safely

Call Texas811 at least two working days before any post holes go in. The locate is free. A permit does not replace the call.

The form here takes a minute. Mention whether the lot is a corner, how long the run is and which yard the fence is in. A local independent pro follows up, and licensing, permits and insurance are theirs to handle.
